Barriers to the sustainable energy transition to renewable energy sources in Georgia

Abstract
Energy transition towards renewable energy resources is seen as a major way of tackling the challenges of climate change and limited fossil fuel resources. And while developed countries are advancing on this path, the importance of such transition is growing in developing countries, as these countries are largely expanding their greenhouse gas contributions due to the increasing demand on energy sources. Energy transition towards renewable energy resources is seen as a major way of tackling the challenges of climate change and limited fossil fuel resources. And while developed countries are advancing on this path, the importance of such transition is growing in developing countries, as these countries are largely expanding their greenhouse gas contributions due to the increasing demand on energy sources. There is a lack of research on energy transition in developing countries, since most studies are focused on developed countries. This study aims to investigate the barriers to the sustainable energy transition in Georgia. The Multi-level perspective of the socio-technical transition is used to portray the regime dynamics in the country. Secondary data was analysed and semi-structured interviews were carried out with the energy sector actors. Empirical analyses reveal that the main barriers to the transition lie in the absence of the strategic vision along with key policy mechanisms that would guide the energy sector development. In addition, the lack of high quality research on the renewable energy potential in Georgia and the state’s poor capacity to perform efficiently makes the process more challenging. Apart from that, the infrastructural issues of the power grid emerge as the major technological barrier. Uncertainty discourages the private sector to invest in the wind and solar energy resources, that is slowing down the transition process. As underlined by the study results, the possible solution to these problems lies in introducing effective mechanisms to facilitate the energy mix diversification in favour of the new yet unexplored types of renewable energy sources in Georgia.
