- Abstract
- The 2030 Agenda which was established in 2015 by the United Nation contains 17 goals for a sustainable future. The implementation of the 2030 Agenda reaches out to all levels of society, both nationally, regionally and locally. For a successful implementation, the directive and control of the 2030 Agenda must be clearly communicated and well understood by the implementer. Moreover, recent studies have shown that several regional governments in Sweden experience that it is difficult to interpret the directives of the 2030 Agenda. - The 2030 Agenda which was established in 2015 by the United Nation contains 17 goals for a sustainable future. The implementation of the 2030 Agenda reaches out to all levels of society, both nationally, regionally and locally. For a successful implementation, the directive and control of the 2030 Agenda must be clearly communicated and well understood by the implementer. Moreover, recent studies have shown that several regional governments in Sweden experience that it is difficult to interpret the directives of the 2030 Agenda. In order to analyze the interpretation of this steering, this essay has done a case study of the regional government in Västra Götaland. By doing interviews with officials within the government and by analyzing reports and other official documents published by from the government this study has shown that the regional government faces difficulties with implementing the 2030 Agenda. The research is using Lennart Lundquists implementation theory which analyzes the understanding, the will and the ability towards the implementation of a political directive like the Agenda 2030. A lack of resources obtained together with difficulties in interpreting what the task is about have resulted in a weekend and distorted implementation process. (Less)
