- The purpose of this study is to develop a further understanding of how welfare state institutions affect asylum and refugee policies. It centers on the comprehensive welfare state Sweden and the liberal welfare state United Kingdom, during the refugee crisis 2015. This is a theory testing case study of Frida Boräng’s theory about Large-scale Solidarity. According to Boräng different welfare state institutions produce different understandings about what the state is capable of and what the state should do regarding the protection and reception of asylum seekers and refugees. - The purpose of this study is to develop a further understanding of how welfare state institutions affect asylum and refugee policies. It centers on the comprehensive welfare state Sweden and the liberal welfare state United Kingdom, during the refugee crisis 2015. This is a theory testing case study of Frida Boräng’s theory about Large-scale Solidarity. According to Boräng different welfare state institutions produce different understandings about what the state is capable of and what the state should do regarding the protection and reception of asylum seekers and refugees. Boräng’s hypothesis is that comprehensive welfare states alter norms of solidarity and generosity which influence political discourse and affect asylum and refugee policies to be more open. To be able to distinguish what norms and values characterises the different political discourses, this study analyses a sample of official documents and political statements. The analysis is further validated by incorporating secondary analysis of the two countries’ migration politics during the refugee crisis. The research concludes that, based on the material and the time period studied, norms linked to the different welfare states were present in the respective political discourses. However, it did not prevent the comprehensive welfare state to introduce radical restrictive asylum policy reforms; indicating that there is a limit regarding large-scale solidarity. (Less)
