- Abstract
- This essay studies the reasons why and how late lustration is introduced and implemented in post-communist countries. It gives possible answers to what it is that affects whether lustration is implemented or not and why it is introduced at different times. The purpose is to explain why lustrations occur in new democracies more than 20 years after initial democratisation. The study is done using a method of difference to do case studies, comparing Ukraine’s and Georgia’s lustration. A qualitative analysis shows that Ukraine had a higher demand for lustration among the public and politicians and also implemented a complete lustration, while Georgia had a lower demand and did not implement a complete lustration. The result is that there is a potential causal relationship between the public’s and politicians’ demand for lustration and a complete lustration being introduced and implemented. Demand was assumed to be affected by multiple factors that, if present, increased the demand for lustration which resulted in implementation of a full lustration. The study concludes that late lustrations are introduced and implemented as a result of increased demand by the public and politicians for lustration. (Less)
