Abstract
Humanitarian aid faces increasing challenges in states who denies access to its citizens. The denial of access to humanitarian aid stems mostly from the view that aid organizations constitutes a threat to state sovereignty. However, recent studies suggest that in the case of Syria, the regime utilized humanitarian aid to instead bolster its sovereignty. To reach a better understanding of this relationship I have constructed a new typology to distinguish between the circumstances that has to be fulfilled for this type of relationship to occur, and for when it doesn’t. Humanitarian aid faces increasing challenges in states who denies access to its citizens. The denial of access to humanitarian aid stems mostly from the view that aid organizations constitutes a threat to state sovereignty. However, recent studies suggest that in the case of Syria, the regime utilized humanitarian aid to instead bolster its sovereignty. To reach a better understanding of this relationship I have constructed a new typology to distinguish between the circumstances that has to be fulfilled for this type of relationship to occur, and for when it doesn’t. The typology is based on theory about circumstances that are fulfilled when authoritarian regimes deny humanitarian aid access and different views regarding human rights organizations impact om state sovereignty, in addition to a preexisting typology of humanitarian access denial. I then apply my typology to the cases of humanitarian access denial in Syria and Sri Lanka. I find that what lead to the Syrian regimes utilization of humanitarian aid was that the need of aid exceeded the perceived risk with receiving aid, the regime held the perception that humanitarian aid was a threat to the state’s sovereignty and lastly that the regime viewed humanitarian aid as a resource to further other political goals.
