Abstract (Swedish)
För många människor är kollektivtrafik avgörande för en fungerande vardag. Att planera för kollektivtrafik är komplicerat och måste ta hänsyn till många olika aspekter. Denna rapport syftar till att undersöka en av dessa, medborgardialog vid planeringen av kollektivtrafiken. Genom att svara på vad medborgardialog är, hur det regleras av svensk lag och om förbättringar kan behövas, och slutligen hur olika aktörer i planeringsprocessen, i Skåne, arbeta med medborgarinflytande. Resultaten kom från att studera lagstiftning, riktlinjer, genomförda projekt och intervjua tjänstemän. För många människor är kollektivtrafik avgörande för en fungerande vardag. Att planera för kollektivtrafik är komplicerat och måste ta hänsyn till många olika aspekter. Denna rapport syftar till att undersöka en av dessa, medborgardialog vid planeringen av kollektivtrafiken. Genom att svara på vad medborgardialog är, hur det regleras av svensk lag och om förbättringar kan behövas, och slutligen hur olika aktörer i planeringsprocessen, i Skåne, arbeta med medborgarinflytande. Resultaten kom från att studera lagstiftning, riktlinjer, genomförda projekt och intervjua tjänstemän. Det teoretiska ramverket och intervjuresultaten skilde sig åt när det kom till vad medborgardialogen ska bidra med. Det teoretiska ramverket fokuserar på vikten av medborgarinflytande som ett komplement till den representativa demokratin och att målet borde vara att uppnå maximalt inflytande, enligt Arnsteins stege. Men informanterna beskriver att bidraget är mer av kunskapsbyggande karaktär. Lagstiftningen rörande planering av kollektivtrafik är komplex och varierar med avseende på vilken påverkan projektet har på den byggda miljön. Informanterna uttryckte brist på kunskap om lagstiftningen och hade endast enstaka synpunkter om hur lagen skulle kunna förbättras. Arbetet med medborgarinflytande kan beskrivas som en symbolisk handling om inte planerarna själva tar initiativ till att utveckla dialogen mer än vad som krävs enligt lag. Beslutsfattandet kvarstår dock hos de politiker som företräder medborgarna. (Less)

For some people, public transport is essential for a working everyday life. To plan for public transport is complex and has to take many different aspects into account. This report aims to investigate one of them, the public’s participation, in public transport planning by answering what the public’s contribution is, how it is regulated by Swedish law and if improvements might be needed, and lastly how different actors in the planning process, located in Skåne, work with public participation. For some people, public transport is essential for a working everyday life. To plan for public transport is complex and has to take many different aspects into account. This report aims to investigate one of them, the public’s participation, in public transport planning by answering what the public’s contribution is, how it is regulated by Swedish law and if improvements might be needed, and lastly how different actors in the planning process, located in Skåne, work with public participation. The results came from studying legislation, guidelines, completed projects and interviews. The theoretical framework and the interview results differed in the contribution of the public’s participation. The theoretical framework focuses on the importance of public participation as a complement to the representative democracy and that the goal should be to achieve maximum influence, according to Arnstein’s ladder. However, the interviewees stated that the contribution is more of knowledge-building character. The legislation relating to public transport planning is complex and varies regarding what level of impact it has on the built environment. Moreover, the legislation states that is should be consultation with the public if it involves new infrastructure. The interviewees expressed their lack of knowledge of the legislation and had no input on how it could be improved. The work with public participation may be described as a symbolic act unless the planners themselves take the initiative to develop the dialogue more than what is required by law. Though, the decision-making remains with the politicians representing the public. (Less)
