Abstract
The purpose of this study is mainly to do a follow-up investigation considering the establishment of non-housing premises on the ground floor in dwelling houses at Liljeholmskajen in Stockholm. In detailed development plans, the usage of the ground can be regulated with usage provisions and sometimes a developer must build something particular that the city’s planners decide, without other options. One example is that non-housing premises has to be established on the ground floor, which was experienced on Liljeholmskajen. The purpose of this study is mainly to do a follow-up investigation considering the establishment of non-housing premises on the ground floor in dwelling houses at Liljeholmskajen in Stockholm. In detailed development plans, the usage of the ground can be regulated with usage provisions and sometimes a developer must build something particular that the city’s planners decide, without other options. One example is that non-housing premises has to be established on the ground floor, which was experienced on Liljeholmskajen. In the fast-changing society a discussion considering flexibility in usage provisions is highly interesting. If a tenant-owner association consisting of private people has non-housing premises to handle, the absence in flexibility in usage provisions might be problematic. Having the possibility of several usage provisions in the detailed development plan right from the start as well as from the beginning construct the non-housing premises flexibly, could be the most effective solution in the long term.

Other solutions for handling the non-housing premises is to have only one professional company owning and administrating the non-housing premises. No private owner will then suffer if it for some reason becomes more difficult renting out. However, collaboration problems between the tenant-owner association and the company could appear when the necessary resources in the building are shared. The number of reference projects in Sweden are few and therefore, the result of the solution has to be evaluated later on. (Less)

Studien syftade i första hand till att utföra en uppföljningsstudie av etableringen av lokaler i bottenvåningar i flerbostadshus på Liljeholmskajen i Stockholm. Inventeringen hade sitt ursprung i detaljplanebestämmelser och exploateringsavtal för fastigheterna och i huvudsak reglerades lokalerna i bottenvåningar i detaljplanerna med användningsbestämmelser som innehöll “Bottenvåningar ska utformas med lokaler för centrumändamål” alternativt “Bottenvåningar får utformas med lokaler för centrumändamål”. I alla fall förutom i ett stämde lokalernas placering med de detaljplanebestämmelser som fanns men enbart i undantagsfall hade det utformats lokaler där detaljplanen angav får. Liljeholmskajen är ur både byggherrens och kommunens synvinkel ett väl fungerande projekt. I stort sett alla lokalerna hade vid inventeringstillfället en hyresgäst.

Studien innefattade även att styrelser för bostadsrättsföreningar i inventeringsområdet kontaktades genom en enkätundersökning för att få en förståelse för hur de upplever att det är att förvalta och hyra ut sina lokaler. Deras inställning var att lokalerna medförde ett positivt ekonomiskt tillskott men att det samtidigt fanns svårigheter med förvaltning och uppdelning mellan privat och publikt. I intervjuer med projektutvecklare på JM AB såsom byggherre samt kommunanställda på Stockholms stad diskuterades bland annat huruvida lokaler är lösningen för en levande bottenvåning. Båda sidor är eniga om att lokaler kan vara ett positivt inslag i stadsrummet men angående omfattningen skiljer det sig något. Enligt kommunen är det viktigt att bottenvåningen får en offentlig prägel och byggherren belyser att utformningen av fasaden är minst lika viktig för att skapa en levande bottenvåning. En slutsats blev att en planbestämmelse inte automatiskt skapar en levande bottenvåning utan att det handlar om att kommunen gör en rimlig avvägning och i nästa led att både byggherren och slutligen bostadsrättsföreningen tar sitt ansvar efter det att kommunen beslutat om regleringsgrad.

I ett snabbt föränderligt samhälle blir en diskussion om flexibilitet i användningsbestämmelser för bottenvåningarna högst relevant. Genom att endast möjliggöra för en användning i bottenvåning, i det här fallet genom att skriva att det ska utformas med lokaler för centrumändamål, uppnås inte flexibilitet. Det skulle kunna bli problematiskt för en bostadsrättsförening i framtiden om lokaluthyrningen inte fungerar och bostadsrättsföreningen vill göra om lokalen till en annan användning. Att möjliggöra för flera användningar i detaljplan samt att från början utforma lokalen så att framtida omvandling inte är omöjlig skulle kunna vara den mest långsiktigt effektiva lösningen.

Det finns intressanta alternativ till den traditionella lösningen där bostadsrättsföreningen förvaltar lokalerna i bottenvåningen. För att separera lokaldelen från bostadsdelen kan 3D-fastighetsbildning användas där ett privat eller kommunalt bolag äger och förvaltar samtliga 3D-fastigheter i ett område. Delstudien gick ut på att undersöka projekten Nya Hovås och Skeppsbron i Göteborg där denna modell används. Fördelen med lösningen är att en ensam aktör får ett bättre helhetsperspektiv över området med rätt sammansättning verksamheter för rådande marknadsläge samt en möjlighet att tillämpa en differentierad hyresmodell. Det innebär också att bostadsrättsföreningen med en lekmannastyrelse inte behöver förvalta lokalerna men en nackdel blir att bostadsrättsföreningen går miste om de löpande hyresintäkterna som lokalerna kan medföra. Varje lösning har sina utmaningar och vad som fungerar bäst i längden är något framtiden får utvisa. (Less)
