- The importance of descriptive representation within politics, for example an adequate female descriptive representation, is a debated issue. The argument is supported by Phillips’ theory about Politics of presence, assuming that an increased number of women in parliament would lead to an increased female substantive representation. - The importance of descriptive representation within politics, for example an adequate female descriptive representation, is a debated issue. The argument is supported by Phillips’ theory about Politics of presence, assuming that an increased number of women in parliament would lead to an increased female substantive representation. The purpose of this study is to investigate if there is a clear relationship between descriptive and female substantive representation. The study aims to show if female legislators during the Swedish parliamentary year 2019/2020, to a greater extent than male legislators, propose legislation that favors female interests. The question is answered in two steps: first by a content analysis to find proposal features, and subsequently by a statistical analysis on which conclusions about the relationship are drawn. The conclusion is that there is no visible positive relationship that suggests that women in the Swedish parliament represent female interest to a greater extent than men. However, the proposal’s features seem to affect whether one gender is over- or underrepresented as sender. It suggests that other factors than the descriptive representation shape the female substantive representation, for example the legislators party identity, the individual’s will to represent women, and the effects of the critical mass.
