- Studien fokuserar på rollen av samhällsekonomisk analys (CBA) i relation till stora offentliga infrastrukturinvesteringar. Målet är att diskutera utförandet och användningen av CBA i planeringsprocessen för en höghastighetsjärnväg i Sverige. Genom en samhällsekonomisk analys av det svenska höghastighetsprojektet samt en diskussion om CBA i förhållande till stora infrastrukturinvesteringar i den offentliga sektorn ges bättre insikt i beslutsprocessen för offentliga investeringar. Den genomförda samhällsekonomiska analysen resulterar i ett nettonuvärde på -303 miljarder kronor och en nettonuvärdeskvot på -0,74, vilket gör investeringen "mycket olönsam" enligt Trafikverkets bedömningsmall. - This study focuses on the role of Cost-Benefit Analysis (CBA) in the context of
large public infrastructure investments. The objective is to discuss the execution and use of CBA in the planning process for a High-Speed Railway (HSR) in Sweden. Through the implementation of a CBA on HSR in Sweden and a discussion of CBA’s role in large infrastructure investments in the public sector, better insight is given into the decision making process for large public spending. The conducted CBA reports a net result of -303 billion SEK and a Cost-benefit ratio of -0,74, making the investment "very unprofitable". The study concludes that the result of the CBA don’t necessarily have a strong impact on whether the project gets carried out or not, since... - Denna studie går ut på att undersöka hur lönsamt det skulle vara för svenska staten att bygga en höghastighetsjärnväg mellan Stockholm, Göteborg och Malmö. Det görs genom en samhällsekonomisk analys (även kallat CBA, Cost-Benefit Analysis) som värderar de nyttor och kostnader som förväntas uppstå av en sådan investering. Därtill diskuteras CBAns roll som beslutsunderlag för offentliga investeringar.
