- Som ett komplement till den allmänna linjelagda kollektivtrafiken finns anropsstyrd kollektivtrafik,
vilken kan förekomma i olika varianter och ämnar svara mot den låga efterfrågan på kollektiva
resor som finns på exempelvis landsbygd. Närtrafik är en svensk benämning på de olika former av
anropsstyrd kollektivtrafik som förekommer. I södra Sverige arbetar regionala
kollektivtrafikmyndigheter (RKM) i sex regioner (Jönköping, Kronoberg, Halland, Kalmar, Skåne
och Blekinge) tillsammans i ett nätverk för att förbättra kollektivtrafiken inom och mellan
regionerna. Detta gäller inte minst närtrafiken.

Syftet med detta examensarbete är att sammanställa och analysera hur den öppna närtrafiken
bedrivs och används i regionerna vad gäller utbud, användning och samordning. Vidare identifieras
utmaningar och möjligheter att utveckla närtrafiken i regionerna. Den fallstudie som genomfördes
ska bidra till att uppfylla studiens syfte och den utgörs av datainsamling till utbudsvariabler,
utvalda nyckeltal samt intervjumaterial från intervjuer med RKM-representanter.
Efter den kartläggning och analys som görs av insamlat material kan det konstateras att det
föreligger en del skillnader mellan regionerna vad gäller utbud och användning av närtrafiken. De
flesta skillnader finns i regionernas användarvillkor och hur generösa dessa villkor är med
avseende på vem som får resa, hur mycket man får resa och när man får resa. Regionerna Kalmar
och Blekinge verkar ha utbud och service mer i fokus, där tanken är att resenärer inom närtrafiken
ska ha god tillgänglighet med bra servicestandard. Halland och Kronoberg tycks ha mer fokus på
att effektivisera tjänsten och erbjuda det mest nödvändiga och därigenom begränsa kostnader.
Det har visat sig att regionerna samordnar sin närtrafik på ett likartat sätt, där de i största möjliga
mån försöker kombinera resande mellan de olika trafikslagen inom kollektivtrafiken. Samtliga
regioner uttrycker att det finns operativa hinder för samordning. Halland och Blekinge uttrycker
även att det finns institutionella hinder vad gäller aktuella regelverk som eventuellt hindrar
samordning. Trots diverse hinder verkar regionerna vara relativt nöjda med närtrafiken i den egna
regionen.
Det kan konstateras att det är av stor vikt inför en jämförelse och analys mellan regioner likt i
denna studie att data tas fram och redovisas på samma sätt med syftet att möjliggöra en rättvis
jämförelse. Det upplevs inte vara någon större samstämmighet mellan regionerna vad gäller
dokumentering och uppföljning av indata. Bättre uppföljning och dokumentering i större
omfattning är önskvärt inför en studie likt denna, med syftet att få fullständiga data och på så vis
kunna förbättra studiens kvalitét. (Less) - Abstract

The results indicate that differences can be identified among the regions in terms of how
DRT is operated and utilized. The majority of the differences are identified in the terms and
conditions of the DRT regarding who is granted to travel, how many trips one is allowed per
week or month and when one is granted to travel. The study shows that the DRT in some
regions seem to have a greater focus on the quality of the service where the aim is to provide
a DRT with greater accessibility and standard, while some regions seem to have a greater
focus on providing a more efficient DRT and only offer the most essential and thereby
limiting the costs of the DRT.
In terms of how the regions coordinate their DRT with other types of traffic the results show
that the majority of the regions does this in similar ways, where the regions try to combine
trips between different kinds of traffic within the public transport in the regions. All of the
regions express that operational issues creates a barrier to successfully coordinate between
different kinds of traffic. Some regions also express institutional issues regarding regulations
and policies as another possible barrier. (Less)
