- Abstract
- The Swedish public administration model consists of a plethora of largely autonomous agencies. However, the complex tasks which the public administration deals with often requires coordination between units to reach ambitions expressed by governing decision-makers. An example of an issue where this contrast is evident is the ongoing digital reform within the swedish public sector. The National Audit Office has been observing and evaluating the ongoing digitalisation, resulting in two reports where they describe shortcomings in the implementation stage. - The Swedish public administration model consists of a plethora of largely autonomous agencies. However, the complex tasks which the public administration deals with often requires coordination between units to reach ambitions expressed by governing decision-makers. An example of an issue where this contrast is evident is the ongoing digital reform within the swedish public sector. The National Audit Office has been observing and evaluating the ongoing digitalisation, resulting in two reports where they describe shortcomings in the implementation stage. This study aims to analyze difficulties with coordination and governance regarding the digitization efforts by applying implementation theory and rational choice institutionalism. The method used in this study is a descriptive idea analysis of two reports from The National Audit Office followed by a theory consuming chapter discussing the context through the aforementioned theories. The study shows that the difficulties presented by The National Audit office can be explained by these theories, as results of vague policy and the logic of collective action respectively. It then briefly discusses how this relates to the swedish public administration model as a whole. (Less)
