Abstract
The year of 2045 Sweden aims for net-zero emissions, also known as carbon neutrality. Furthermore, the national transport sector accounts for one third of the country’s total carbon emissions. This entails that the transport sector of Sweden is facing a major challenge and this thesis contributes with insights to the current policy process of the nation’s long-term infrastructure planning. By examining this policy process based on Carol Bacchi’s policy approach, What’s the problem represented to be? and Jonas Anshelms previous discourse analysis on Swedish climate policy between the years of 2006-2009, the thesis aims to explain how discursive power struggles over climate policy are expressed in the long-term infrastructure planning.

The results show that discursive power struggles over climate policy takes place in the transport policy by the expression of different views on how to meet the set climate goals. Moreover, the results indicate that, in regard to Anshelms previous study, the discourse with hegemonic status have shifted. (Less)
