Abstract
In this paper I study the implementation of a trust-based governance reform in Malmö municipalitys division of early childhood education. Trust-based governance is a way to relieve the negative effects of New Public Management by showing the profession more trust and giving them more room for maneuver. The questions posed are if the implementation was successful, in other words is the division of early childhood education governed in a trust-based way? And if so, what were the main conditions and obstacles for the implementation. In this paper I study the implementation of a trust-based governance reform in Malmö municipalitys division of early childhood education. Trust-based governance is a way to relieve the negative effects of New Public Management by showing the profession more trust and giving them more room for maneuver. The questions posed are if the implementation was successful, in other words is the division of early childhood education governed in a trust-based way? And if so, what were the main conditions and obstacles for the implementation. The analysis is based on Lindqvist theory on how actors influence the implementation of public sector reforms by their understanding of the reform, their will and their ability to implement the reform. The study shows that conditions for a successful implementation are dialog and consensus throughout the whole steering chain as well as giving the implementation process time and not rushing it. Other findings are that the school law as well as how the rest of the municipality is governed is an obstacle in the implementation as they, in some ways, are contradictory to the reform. (Less)
