- According to the literature, there is a gap between national environmental goals and the policies implemented at local governmental level. This study examines whether this environmental implementation gap exists and how it may be bridged through a constructionist lens. - According to the literature, there is a gap between national environmental goals and the policies implemented at local governmental level. This study examines whether this environmental implementation gap exists and how it may be bridged through a constructionist lens. Through doing intense research and interviewing local governmental officials working with implementation of the environmental goals in Agenda 2030, the main goal was thus to get a view of what difficulties that environmental strategists in local governments face while implementing environmental policies. By later using the theory of value-action gap (Blake 1999), the transcribed material from the interviews were analyzed with deductive content analysis with the purpose of categorizing the difficulties that the respondents uplifted and later form a meaning of the material. The result showed that, from a local governmental official point of view, the main elements that affected the ability to implement environmental policies was the local politicians view of the environmental goals, the knowledge that the governmental officials had access to and the implications of re-organizing the organization to be able to have a cross-sectional approach to the environmental goals. It is also important to underline the fact that the respondents’ experiences were highly dependent on contextual factors. (Less)
