- Social work has been greatly affected by the corona pandemic. This can be seen in the area of domestic abuse, where social workers have had to adapt to an increase in domestic violence and victims who are now forced to isolate. - Social work has been greatly affected by the corona pandemic. This can be seen in the area of domestic abuse, where social workers have had to adapt to an increase in domestic violence and victims who are now forced to isolate. This can be attributed to the restrictions the governments around the world have enforced on the populations to fight the pandemic. Since social workers are fundamental when it comes to helping domestic abuse victims, it is important to understand how the corona pandemic has affected their work. The aim of this study was therefore to examine how social workers have perceived their work with domestic abuse during the corona pandemic, including how their work has changed. Furthermore, this study examined how social workers have used their discretion, as well as the impact the increased use of digital tools have had on their work. The method we used in this study was qualitative interviews with seven social workers who work with domestic abuse and had done so before the pandemic. When analysing our results, we applied Michael Lipsky’s theory on street-level bureaucracy, Breit, Egeland and Bring Løberg’s concept of cyborg bureaucracy, as well as other theories on work environment and communication. We found that the biggest changes the social workers experienced were changes in their use of discretion, the consequences of increased use of digital tools, and working from home. The social workers experienced different types of restrictions in their discretion, but what was common for all of them was that they could use their discretion to get around the limitations that the pandemic has caused in the work with their clients. Moreover, social workers could see both positive and negative aspects of the use of digital tools in their work. Finally, while social workers experienced some negative consequences of working from home, the majority still argued for keeping parts of it even after the restrictions are lifted. (Less)
