- Youth offending is a debated topic in Sweden today, a field in which a new sanction, ungdomsövervakning, now has been legislated. Therefore, the aim of this paper is to examine the expectations and views of the authorities which will implement the new sanction and how these relate to the objective of the legislation. Furthermore, the paper also explores how the sanction can be viewed from a societal perspective. A qualitative
method is used in the form of semi-structured interviews with four representatives from Kriminalvården, and three representatives from Socialtjänsten. The results of the study show that the representatives from Kriminalvården and Socialtjänsten view the sanction in a positive way, although they also had some concerns. These were about the implementation of the sanction, as well as misgivings about possible negative consequences for youth offenders. The conclusion of the study is that the reality of ungdomsövervakning might be different from the proposed ideal of the legislator, in relation to the opinions of the interviewees. Another conclusion is that the sanction, from a Foucauldian perspective,
can be viewed as a modern form of disciplinary power with panoptical aspects in today’s society. (Less)
