Do Environmental Policies Hurt Jobs? Evidence from China’s Regional Carbon Market Pilots

- Abstract
- Little is known about the labor market impacts of climate policies in emerging economies. This paper therefore analyzes the labor market impacts of eight regional
Emission Trading Scheme (ETS) pilots that were implemented in different parts of China between 2013 to 2016. Applying a difference-in-differences strategy, results indicate that the policy hurt jobs by reducing working hours and employment. Additionally, I find some evidence for the notion that the policy was implemented at the expense of low- and medium-educated workers although this result is dependent on the labor market outcome under observation. These findings highlight the need for targeted support measures for displaced workers.
