Abstract
Within Social Work in Sweden, there has been a long-established tradition to work cooperatively across organizations to achieve various preventive measures, for instance with juvenile crime issues. The purpose of this study was to investigate how such cooperation across two organizations - the police force and the social services- is perceived by the professionals involved in practice. The method used was qualitative and an interview form was sent to social workers and police officers who all engage with the issue of juvenile crime prevention through their daily work. Within Social Work in Sweden, there has been a long-established tradition to work cooperatively across organizations to achieve various preventive measures, for instance with juvenile crime issues. The purpose of this study was to investigate how such cooperation across two organizations - the police force and the social services- is perceived by the professionals involved in practice. The method used was qualitative and an interview form was sent to social workers and police officers who all engage with the issue of juvenile crime prevention through their daily work. In addition, six semistructured interviews were conducted. The questions focused on the respondents’ experiences of downsides and advantages of cooperation with the other organization’s professionals, what respondents would deem necessary to improve the current effectiveness of the cooperation, and questions regarding the respondents view on youth crime prevention. The results of the interviews were analyzed through the theory of Organizational culture, and informal aspects, with a focus on the concepts of counter strategy, resilience thinking and metaphors. The findings showed that cooperation through frequent meetings and close, trusting relationships with their cooperative partners were highlighted as most effective. The manner in which both social workers and police worked, often involved resilience thinking. A hindrance to cooperation was poor communication and strict confidentiality laws, but also situations where police or social workers acted in a certain way. These hindrances were identified as counter strategies. When asked about what could improve the work towards juvenile crime prevention answers varied, but the most frequent answers focused on various investments to be made outside of the direct cooperation between social services and the police, such as more adult attendance and more initiatives with schools.
