These are participation and control, enlightened understanding and deliberation, voting equality and collective decision-making and at last the people and citizenship. The result from the evaluation of the referendum by one criteria at a time, is that the referendum can neither be considered fully democratic nor fully undemocratic. None of the criteria are met to a full extent but the referendum lives up to some of Dahl’s ideals for a democratic process and some parts of Tierney’s vision of what is necessary in a referendum from a democratic perspective. The issue of enlightened understanding and deliberation stands out as the most problematic part of the process from a democratic point of view. (Less)
