- The aim of this study is to investigate how social workers at social assistance experience that steering affects their work and discretion. The steering we intend to investigate is policy, regulations, management and other types of steering. This with regard to our theoretical perspective about discretion and street-level bureaucracy. Our study is qualitative and it is based on interviews with six social workers at two different social service offices in Sweden. The empirical material has been processed from our theoretical perspective, previous research, our interpretations and perceptions.

Our results have shown that the social workers experience having a huge discretion. However, they feel that policy and regulations limit their discretion in certain situations. They mention some dilemmas that arise in their everyday work. They feel that they in some situations end up between the client’s needs and the mission of the organization. The social workers do not experience that the management limits their discretion, instead they experience that the management gives them trust and big responsibility in their everyday work. Our results have shown that social workers' work is affected by other types of steering, such as documentation requirements and budget awareness. They feel a frustration that their work focuses too much on numbers, efficiency and statistics. In our results we have identified other factors which affect the social workers’ discretion, such as individual factors and professional interpretations. (Less)
