- This study conducted in-depth interviews with 20 managers and evaluation experts of social service organizations in China, with the aim of analyzing the organizational behaviors and motivations of social service organizations in response to the government-led evaluation. First, this paper classified the response strategies of social service institutions into ‘pursuing’, ‘coping’ and ‘avoiding’ based on the dimension of ‘organizational participation activeness’. First, this paper classified the response strategies of social service institutions into ‘pursuing’, ‘coping’ and ‘avoiding’ based on the dimension of ‘organizational participation activeness’. This paper further proposes that the motivation of different behaviors of organizations comprises both organizational and institutional factors, such as organizational size, organizational characteristics, internal governance, industry development, policy arrangement and multi-interactions. Finally, this paper brings up with the‘motivation-response-result’ chain of social organizations' participation in the government-led evaluation, in an attempt to shed light upon the establishment and improvement of relationships between social service agencies and the government.
