- The transport sector is responsible for a third of Swedens’ total GHG emissions,
where the private cars are a large part of this. Sweden is committed to reducing the
emissions from the transport sector with 70 % until the year 2030. Shifting the

municipalities in Sweden are responsible for the local structural planning they

opportunities that municipalities in Sweden meet in this work and to be able to
evaluate and improve the plans and resources needed to meet the goal.
The aim of the study is to investigate the key challenges and opportunities that
the municipality of Östersund has in reducing car use and promoting more
sustainable travel habits among the municipal residents. To investigate this, the
study is using a mixed method including analyzing relevant municipal documents,
conducting interviews with key actors in the municipality and a web survey aimed
at mapping the current and future travel habits of Östersunds municipal residents.
This study shows that the key challenges facing the municipality of Östersund is
for example identified to be the strong car-culture, the local climate aspects and
weather conditions, deficient public transport, and the public and political
opposition against certain hard measures. The key opportunities are identified to
be, for instance, the relatively short distances, technological innovations, the
balance of hard and soft measures and the potential to encourage more municipal
residents in changing to more sustainable transportation. (Less) - Popular Abstract

vägar framåt.
Studien har visat att det i Östersunds kommun finns goda möjligheter till att minska bilismen och främja mer hållbara resvanor. De främsta möjligheterna är
exempelvis de relativt korta avstånden, tekniska innovationer, balansen mellan
hårda och mjuka åtgärder och den potential som finns att uppmuntra fler
kommuninvånare att byta till mer hållbara transportalternativ, såsom
kollektivtrafik, cykel eller gång. Studien har även, inte helt oväntat, identifierat ett antal utmaningar, exempelvis den starka bilnormen, den bristande
kollektivtrafiken, det politiska och allmänna motstånd som vissa åtgärder möter,
samt de lokala klimataspekterna och väderförhållandena.
Resultatet visar på ett behov av att ytterligare studera de faktorer som påverkar
människors transportval och resvanor, detta för att identifiera vilka hinder som
finns för en minskad bilism och kunna angripa dessa hinder med effektiva
åtgärdsplaner. Det visar även på ett behov av att öka attraktiviteten för andra, mer
hållbara, transportalternativ samtidigt som bilens attraktivitet bör minska. På detta
sätt stärks Sveriges kommuners möjligheter till att minska utsläppen av
växthusgaser från transporter.
Studiens resultat ger en övergripande bild av vilka möjligheter och utmaningar
en kommun i norra Sverige har för att minska bilismen och främja mer hållbara
resvanor. En sådan bild är användbar i den mening att viktiga aspekter av
fem människors transportval och beteende kan belysas och på så sätt tas hänsyn till och angripas i kommunala och nationella planer för hållbara transporter.
Något överraskande var att Östersunds kommun trots målsättningar om en minskad bilism inte går ut hårdare mot bilen i sina åtgärdsprogram. Istället riktas ett stort fokus på att förbättra förutsättningarna för andra transportmedel. Detta är förvisso bra i det avseende att kommunen behöver främja mer hållbara transportalternativ, men det minskar å andra sidan inte bilens attraktivitet vilket studien visar är avgörande för om en kommun ska lyckas att minska bilismen.
