Abstract
The push for sustainable development has become a central priority of governments in recent decades, and targeted fiscal policies tailored to meet environmental problems have arisen. In 2020, the COVID-19 pandemic launched the world into the most significant economic recession since the Great Depression of the 1930s. This paper examines how the COVID-19 pandemic has influenced green fiscal policies in Sweden. Sweden is a country that is at the forefront of a green transition of the economy with an extensive fiscal framework that addresses environmental issues. By examining the trends within fiscal policy instruments of government expenditure, subsidies, and taxation, this paper seeks to investigate whether the pandemic has influenced... (More)
The push for sustainable development has become a central priority of governments in recent decades, and targeted fiscal policies tailored to meet environmental problems have arisen. By examining the trends within fiscal policy instruments of government expenditure, subsidies, and taxation, this paper seeks to investigate whether the pandemic has influenced Sweden’s environmental priorities in the form of green fiscal policies. The study utilizes a case study procedure using a mixed-methods approach at secondary data analysis to investigate the trend of green fiscal policies in Sweden before and during the COVID-19 pandemic. It builds on the theory of Green Keynesianism as its theoretical framework, and the research finds that green fiscal policies were mainly positively influenced by the pandemic. The results show that investment in renewable energy increased, spending on general environmental research and protection increased, funds were dedicated toward renewed climate efforts and mitigation strategies, and fossil fuel subsidies are starting to be phased out. The paper concludes with a section devoted to discussing Sweden’s potential trajectory regarding green recovery and transformation based on the results, analysis, and current economic and geo-political state of the world.
