- Abstract
- The purpose of this paper is to study the arguments, reasoning and security analysis made by government actors that resulted in the different and contradictory development trajectories for the civil defense and population protection policies in Sweden and Finland during the last decades. During the period leading up to the full- scale Russian invasion of Ukraine in 2022, Finland has adequately preserved and updated its civil defense infrastructure and organizational structure, while Sweden has struggled to properly interpret and adapt to the gradually intensifying threat environment. - The purpose of this paper is to study the arguments, reasoning and security analysis made by government actors that resulted in the different and contradictory development trajectories for the civil defense and population protection policies in Sweden and Finland during the last decades. During the period leading up to the full- scale Russian invasion of Ukraine in 2022, Finland has adequately preserved and updated its civil defense infrastructure and organizational structure, while Sweden has struggled to properly interpret and adapt to the gradually intensifying threat environment. The study has been conducted on official government inquiries and bills using methods for qualitative content analysis, coupled with theories and perspectives primarily from international relations and security studies. The results show that significant differences can be observed in the institutional responsibility and analytical framework surrounding each country's security analysis, which together with the different historical experiences of independence wars against Russia can explain the recent state of affairs. As a consequence, Sweden is in great need of Finland’s help in the reconstruction of its civil defense in order for it to serve its purpose in a future characterized by a destabilized European security environment and a forthcoming Nato membership.
