- Abstract
- The purpose of this thesis is to identify the problems and challenges that the County Administrative Boards (CAB) perceive when conducting risk- and vulnerability assessments (RVA) and to identify which problems and challenges the new structural reform can cause. Two methods have been utilized – a literature study, and an interview study involving a total of 11 CABs. The thesis shows that implementing a standardised method would most likely entail undesired effects, such as affecting the holistic quality of the RVA-system in a negative way. CABs need to involve more actors for the RVA to be a decision basis document. Finally, future regulations and guidance documents must be more distinct, especially in relation to the new risk- and...
