- Abstract
- The purpose of this study was to gain knowledge and insight into social service workers' experiences and opinions about the Swedish law on compulsory care of minors. The study also aimed to illustrate how social workers describe their work with the legislation and their role in it. We conducted six qualitative semi-structured interviews with social workers who had the experience in compulsory care of minors. We used Lipsky's theory of street-level bureaucracy and the terms power and scope of action. We used the theory of street-level bureaucracy to understand the social service workers working conditions and to understand their context. - The purpose of this study was to gain knowledge and insight into social service workers' experiences and opinions about the Swedish law on compulsory care of minors. The study also aimed to illustrate how social workers describe their work with the legislation and their role in it. We conducted six qualitative semi-structured interviews with social workers who had the experience in compulsory care of minors. We used Lipsky's theory of street-level bureaucracy and the terms power and scope of action. We used the theory of street-level bureaucracy to understand the social service workers working conditions and to understand their context. Through the interviews, we were able to identify a number of prominent themes. The social workers described the work with the legislation as complex. The law on compulsory care of minors was described as a last resort to use when all other means have been tried. It is not easy to use the legislation and the social workers described that they do not want to make any rash decisions. After a child has been taken into compulsory care the goal is to make sure that the child is reunited with it´s family. Another aspect that the study shows is that social workers try to make the clients accept voluntary efforts but in reality efforts that are accepted voluntarily may not be real in reality. The interviews show that clients often accept the social worker's voluntary efforts with the underlying threat that if they do not the social worker can take coercive measures. Furthermore, the social workers describe that they have a complex and dual role in the work with the family. They are supposed to manage both the parent and the child during the process and it is hard to try to unite their interests. (Less)
