The findings suggest that the discursive impact of SDG4 has been uniform across countries, but divergence has occurred in how the countries have sought to practically incorporate SDG4 into their agenda. There were notable variations in the extent of initiatives, type of initiatives introduced and the focus of these initiatives, offering support for the norm diffusion scholars who understand international norms to be flexible. If their global vision of the SDGs is to be realised, the United Nations must ensure that this flexibility is coupled with refined implementation advice. (Less)
