- Stakeholder engagement is viewed as crucial for environmental governance, especially in regard to common-pool resources (CPRs), such as river basins. This study investigates the conceptualisation of stakeholder engagement in Ireland’s third cycle River Basin Management Plan (RBMP). - Stakeholder engagement is viewed as crucial for environmental governance, especially in regard to common-pool resources (CPRs), such as river basins. This study investigates the conceptualisation of stakeholder engagement in Ireland’s third cycle River Basin Management Plan (RBMP). The study examines the underlying presumptions and representations of stakeholder engagement in governmental discourses by utilising Carol Bacchi’s (2009) “What’s the Problem Represented to be?” (WPR) approach and Elinor Ostrom’s (2015) theoretical framework of Governing the Commons. Whilst stakeholder engagement in Ireland’s previous RBMP cycles were criticised for being inadequate, the third cycle (running from 2022-2027) seeks to improve participatory methods. The study emphasises how crucial stakeholder education, ongoing involvement, and multifaceted collaboration are to sustainable management of river basins. It also points out important presumptions about the abilities, readiness, and fair access of stakeholders, which could have an impact on how successful these participatory methods are. The results highlight the significance of adaptive governance frameworks for addressing power imbalances and incorporating input from a variety of stakeholders to achieve sustainable water management outcomes.
