Abstract
In a time where increased crime consistently dominates the political agenda and the population is continually reminded of acts of violence and shootings, a new legislative proposal regarding surveillance raises not only suspicion of wrongdoing, but questions regarding integrity. From a socio-legal perspective, concepts such as hegemony can elucidate how the state formulates and justifies laws and measures that may be perceived as encroachments on privacy. A deductive approach in critical discourse analysis has been applied, where there is an expectation to find signs of social control. In a time where increased crime consistently dominates the political agenda and the population is continually reminded of acts of violence and shootings, a new legislative proposal regarding surveillance raises not only suspicion of wrongdoing, but questions regarding integrity. From a socio-legal perspective, concepts such as hegemony can elucidate how the state formulates and justifies laws and measures that may be perceived as encroachments on privacy. A deductive approach in critical discourse analysis has been applied, where there is an expectation to find signs of social control. However, how they manifest and to what degree, is up to the study to reveal.

The research aims to examine the leading discourses revealing an internalized state, exercise of coercion, power structures, and control in responses to the proposed legislation. Furthermore, it investigates how social control manifests within these discourses and the impact on society and the public opinion. Despite critical viewpoints, the discourses show acceptance of initially deemed unacceptable practices emerge prominently. The discourses are analyzed with the theories “normalization of the exceptional” by Janne Flyghed and “self-regulation and symmetrical control” by Sjöstrand. To complete the analysis and to draw conclusions about the hypothesis of hegemony and reveal disclosures, previous research has also been a crucial factor. This study thus reveals an inherent manifestation within legislative frameworks which is illuminated through the lens of social control theory. Together, this showcasing the influences of public opinion and shapes external compliance with structures of power, notably through informal control, normalization, and acceptance. (Less)
