Representation and Participation in Transnational Municipal Networks

Abstract
C40 Cities Climate Leadership Group is a transnational municipal network with members from all parts of the world. Based on goals provided by the Paris Agreement, the network gathers scientific solutions to climate mitigation and adaptation and provide a space for its members to share knowledge and best practices. The purpose of this study is to examine the presence of two democratic principles, representation and participation, within the network by situating it in a larger context of multilevel governance. The results showed that the way representation is realized has changed from 2012 until today. Participation is realized through participatory opportunities the network provides for the members. The results did also entail a discussion regarding the demos within multilevel governance, which also allows for future studies on the topic. (Less)
