- Abstract
- During the forthcoming year, 2025, the new Social Services Act is planned to be implemented and come into force. This will constitute a significant change in social work. Organisations and social services face both new opportunities and challenges. The purpose of our study is to investigate the social worker's attitudes and thoughts on these changes. Moreover, how this introduction of the new Social Services Act will affect their discretion. We have carried out a quantitative survey study, which was sent out to all municipalities in Skåne County in Sweden. - During the forthcoming year, 2025, the new Social Services Act is planned to be implemented and come into force. This will constitute a significant change in social work. Organisations and social services face both new opportunities and challenges. The purpose of our study is to investigate the social worker's attitudes and thoughts on these changes. Moreover, how this introduction of the new Social Services Act will affect their discretion. We have carried out a quantitative survey study, which was sent out to all municipalities in Skåne County in Sweden. The respondents have the professional title of social secretary and work in various areas within social administration. Our analysis of the results is based on Michael Lipsky's theory of street-level bureaucracy. We have also chosen to delve deeper into the theoretical reasoning of Isabell Schierenbeck as well as Peter J May and Søren Winter. We have also used Cecilia Kjellgren, Doris Nilsson, and Johanna Thulin's description of the implementation process and its various phases for an in-depth analysis. The result showed a generally positive attitude from the social secretaries towards the introduction of the new Social Services Act. However, it also demonstrated uncertainty regarding the practical implementation. The result also showed that with more discretion the negative impact was greater. The last finding showed that the positive attitude of social workers increased with less knowledge and that they are at the beginning of the implementation process. (Less)
