- This thesis aims to study the decision making process behind the solidarity mechanism in the EU legislative package a New Pact on Migration and Asylum. The legislation covers the issue of relocation of asylum seekers and other efforts towards a joint responsibility for the migration management. Since the migration crisis in 2015 the migration issue has been high on the agenda. Simultaneously, any efforts to redistribute asylum seekers among the member states have been impossible to agree upon until May 2024. - This thesis aims to study the decision making process behind the solidarity mechanism in the EU legislative package a New Pact on Migration and Asylum. The legislation covers the issue of relocation of asylum seekers and other efforts towards a joint responsibility for the migration management. Since the migration crisis in 2015 the migration issue has been high on the agenda. Simultaneously, any efforts to redistribute asylum seekers among the member states have been impossible to agree upon until May 2024. Previous research has stated the challenge to intertwine the supranational and national interests and ambitions in managing the migration. By using the Multiple Streams Framework this case study investigates what and who contributed to the member states and the parliament’s decision for a common solution. With help from the framework’s different streams and definitions of political entrepreneurs and their strategies, the results show that an increasing migration and an approaching European election emphasized an urgent need for a solution and a successful step forward after years of differences in the negotiations. The study illustrates that the political entrepreneurs negotiating the proposal were successful with the strategy of proposing legislation with voluntary instead of obligatory relocation of asylum seekers.
