När vinden vänder – tjänstemannarollen i ett högerorienterat politiskt landskap

- Abstract
- The political landscape is in a constant state of transformation. Today, the political map is being redrawn, with pronounced shifts to the right. Parallel to this development, the public administration is expected to adapt to these shifts. This development raises questions about how changing political power dynamics influence politicians' perception of the civil servants. This thesis aims to examine whether, and if so how, politicians' views on the role of civil servants have changed parallel with the political rightward shift. The study has been conducted through a comparative analysis of political statements regarding the civil servants in interpellation debates during two periods: 2013-2015 and 2021-2023. The analysis is conducted as an idea and ideology analysis, using the VDP triad as an analytical framework. A categorization framework consisting of four ideal types of the civil servant´s role is constructed, into which the political statements are categorized. The analysis reveals a growing dissatisfaction in political conceptions of the civil servant´s role. However, this trend appeared to be almost exclusively linked to the increasing influence of Sverigedemokraterna, while the position of the other parties remained relatively stable across the two time periods.
