Abstract
This paper aims to examine the values and interests that Swedish export control expresses. Two research questions form the basis of the paper: (1) What importance is given to a country's respect for human rights when making decisions about Swedish arms exports? and (2) What alternative values and interests are expressed in Swedish export control? A multi-methodological approach is used, consisting of qualitative interviews, text analysis and a quantitative study of Swedish military equipment exports in relation to recipient countries' respect for human rights. This paper aims to examine the values and interests that Swedish export control expresses. Two research questions form the basis of the paper: (1) What importance is given to a country's respect for human rights when making decisions about Swedish arms exports? and (2) What alternative values and interests are expressed in Swedish export control? A multi-methodological approach is used, consisting of qualitative interviews, text analysis and a quantitative study of Swedish military equipment exports in relation to recipient countries' respect for human rights. The analysis focuses on three central actors: politics, the authorities and companies. The empirical material consists of interviews with representatives from ISP and SOFF, a text analysis of the annual foreign policy declaration and quantitative
data from Freedom House and the government's annual letter on strategic export control. The theoretical framework of the paper is based on realism, liberalism and constructivism, which are operationalized based on the dimensions of security interests, economic interests and foreign interests. The study shows that human rights have some importance in the assessment of export permits, but other interests, especially security interests and economic interests, often weigh more heavily. This study contributes to the understanding of the complex nature of export control. (Less)
