relation between environment and transport within the European Union, form the
outset. Interviews are conducted with the relevant officials in order to access
underlying beliefs and their conception of the cooperation. The analysis is able to
verify several of the theories and it pinpoints the areas that are most problematic
in the cooperation: different administrative culture and policy core beliefs,
different degrees of political approach and political weight, different policy
solutions and methods, lack of communication and resources, and problems in
finding the right balance between economical and environmental concerns.
Almost all of the officials feel a certain degree of dissatisfaction with the
cooperation, and they suggest more thorough contacts between the DGs, with
meetings and teams working together, in order to achieve more common thinking
and to avoid future conflicts. (Less)
