Abstract
The present study attempts to investigate the contradiction between the respect for national diversity and convergence towards to EU goals as it is set in the Open Method of Coordination and the European Employment Strategy. This study

discusses the effect of this contradiction on the mutual learning processes at the national level. The hypothesis is based on this contradiction and is as follows: The

tension between the claims of diversity and convergence embodied in the OMC

and the EES causes both opportunities and constraints in terms of the mutual policy learning processes for the Member States. The hypothesis is validated with the help

of the evidence-based policy making and constructive skepticism theoretical

approaches, which... (More)

and the EES causes both opportunities and constraints in terms of the mutual policy learning processes for the Member States. The hypothesis is validated with the help

of the evidence-based policy making and constructive skepticism theoretical

approaches, which establish a basis for examining opportunities and constraints. Additionally, Latvia will be used as a practical example. The theoretical framework suggests a number of challenges for the Member States and leads to the conclusion that in this context most of the opportunities and constraints can be understood through the synthesis of both approaches. Based mostly on interviews, available

research and analysis of documents, the empirical example of Latvia identifies those challenges that are faced on a day-to-day basis in this country. (Less)
