Abstract
They have in California, USA, enacted an Act, the Substance Abuse and Crime Prevention Act of 2000, (SACPA). Our purpose with this essay was to get a better knowledge about SACPA and how the Act was put in practice by the different affected professions. Through illustrating the Act’s intentions from out of a historical, political and socioeconomic perspective we have tried to present the view the affected professions have on drug addiction and treatment. We have also tried illustrating the methods the affected professions work out of in practice with criminal addicts. They have in California, USA, enacted an Act, the Substance Abuse and Crime Prevention Act of 2000, (SACPA). Our purpose with this essay was to get a better knowledge about SACPA and how the Act was put in practice by the different affected professions. Through illustrating the Act’s intentions from out of a historical, political and socioeconomic perspective we have tried to present the view the affected professions have on drug addiction and treatment. We have also tried illustrating the methods the affected professions work out of in practice with criminal addicts. To do this we have interviewed a Commissioner, Health Care, Probation and treatment facilities. The results we have seen was that the intentions of SACPA is to enhance public safety by reducing drug-related crime and preserving jail and prison space for violent offenders. To do this the Act provides community-based substance abuse treatment programs for non-violent defendant charged with simple drug possession or drug use offenses. From studying the intentions and the methods the professions used we could draw the conclusion that they have a view that treatment is a better option than jail for criminal addicts. Thus the view was that the drug addiction was the primary problem needed to be treated and the actual criminal behavior was the secondary problem. (Less)
