The main conclusion of the study is that integration increasingly has become regarded as a reciprocal process in which the society has a major responsibility. Paradoxically, the responsibility of the individuals has, at the same time, been increasingly emphasized. This development has affected the power relations between the majority group and minority groups. The contradicting summons of the governments that the society in general and the individuals both are responsible for the construction of a multicultural society, shows the ambiguity of their integration politics.
