The minister responsible for youth policy, Nyamko Sabuni, presents in the preface of the Swedish Governments youth policy a dual picture of the living conditions for Swedish youth. On the one hand, the youth of today have greater possibilities than any previous generation, on the other hand, there are problems regarding both the economically- and healthcare situation among the youth. Many youth are excluded from the labor market, have difficulties finding housing and find that their possibilities to influence their own situation are limited. Moreover, young people’s mental health is described as “worrying”.

This thesis deals with the implementation of the youth policy in four Swedish municipalities. There are two overall objectives for national youth policy, real access to influence and welfare for young people. In the studied municipalities there are several forums where young people have the possibility to get involved. These forums provide an opportunity for influence and the ability to raise different kinds of questions. The extent, to which the municipalities work with issues such as youth housing and unemployment among youth, depends on whether these questions are raised by the youth or if the municipalities would have focused on these questions anyway.
