The main results this essay presents are which situations the civil servant experience as ethically problematic. Normally there was no distinction between own-ethics and professional-ethics but there were a few exceptions where ethical dilemmas arose between these ethical systems. Other types of ethical dilemmas and conflicts have been found in relation to the client as well as in the relation to the manager at the social office. The civil servant also found some situations ethically complex, these situations could not be defined as ethical dilemmas/conflicts. In these situations one cooperative actor has blocked an opportunity, which leaves the civil servant with only one possible option. (Less)
