- The aim of this thesis is to study how cities in general and Malmö in particular are working with lobbying to influence the European Union and at the same time depict what role they are playing in a multi-level system. The study also intends to look at the consequences of the cities increasing international participation. How does it affect the national state? In order to answer my questions I am using a case study method. As theory I am utilizing multi-level governance, which is fruitful, and clearly explains what role the sub-national level can play together with other actors at different territory levels. The study also shows that, for Malmö, the question of fact is deciding which cities to cooperate with. Besides, the result depicts that Malmö is running an up-stream lobbying, which means that the city is trying to influence EUprocesses at an early stage. Furthermore, there are signs that the city and the Commission have a special relationship and are at times bypassing the nationstate. (Less)
