Abstract
The thesis aims at understanding local forms of governance and the relationship with representational democracy. The object of study is Malmo city and its participation in a network consisting of larger cities, called Eurocities. The theoretical base is gathered from the governance field, more particularly governance network and multilevel governance theories. The use of networks and lobbying pose problems in connection to the representational democracy because of the, somewhat, hidden processes that lack transparency. The thesis aims at understanding local forms of governance and the relationship with representational democracy. The object of study is Malmo city and its participation in a network consisting of larger cities, called Eurocities. The theoretical base is gathered from the governance field, more particularly governance network and multilevel governance theories. The use of networks and lobbying pose problems in connection to the representational democracy because of the, somewhat, hidden processes that lack transparency. The assumption of the study is that a governance network can be positive force to representative democracy, but only if it is democratically anchored. The material was collected through qualitative interviews with officials from various parts of Malmo’s public administration and one politician and analyzed with the theory of democratic anchorage.
The results points towards a change in the way the local government of Malmo pursue international relations, as a consequence of Sweden’s membership in the European Union. It also reveals the ambiguous and complex nature of Malmo’s multilevel governance performance. A conclusion from the study is that some parts of the democratic anchorage is not sufficient, mainly transparency and constructing a dialog with the cities citizens. (Less)
