Abstract
This paper takes on the some of the problems surrounding threats from pandemic flu, more specific the tendencies of a threat to escalate or being made deliberately exaggerated. Former American president Eisenhower explained the constant ongoing wars with a theory of a military industrial complex. Fuelling conflicts with personal interest, foremost economic gain. With the same theory, although broaden with the idea that characteristics and functions of the involved actors, the public, media, politicians and especially epistemic communities matters when it comes to show how a threats spreads in a society. I answer the question of the escalated threat with a conclusion that it all matters, economic interests as well as the actors qualities.... (More)
