- Abstract
- The purpose with this master thesis was to identify which problems that were related to the implementation of AFS 2001:1, examine what they were caused by and to some extent come up with solutions to the problems. In order to do this a feasibility study, a literature study and five interviews with people working with AFS 2001:1 were done. The people who got interviewed work in one large and one little employer, one at a company for occupational health services, one is a safety officer at Arbetsmiljöverket and one works at an agency for work environment. - The purpose with this master thesis was to identify which problems that were related to the implementation of AFS 2001:1, examine what they were caused by and to some extent come up with solutions to the problems. In order to do this a feasibility study, a literature study and five interviews with people working with AFS 2001:1 were done. The problem groups were; attitude and commitment, poor knowledge about the regulations existence, poor knowledge about of how to do risk assessments and the consequences of that, how the law is formulated, resources, scepticism towards the importance of the relevance of the demands on documentation, the employers organisation and responsibility, communication and competence AV, and to know when the demands are fulfilled. Lundquist (1987) has got three criteria for a successful implementation. The criteria are that the employer has got to understand, can and will do what the decision maker wants, in this case to get at systematic way to handle the work environment. When the nine problem groups were linked to Lundquists criteria, none of the conditions were fulfilled. That can explain why the implementation of AFS 2001:1 has been difficult. In order to make the implementation of AFS 2001:1 successful, Arbetsmiljöverket has got to help the employers, so they understand, can, and will work systematic with their work environment. One way to get there is to resolve the problems in the nine problem groups. Especially the problems that occur early in the process are important. (Less)
