- International organizations have through the past twenty years been criticized for suffering from a democratic deficit. Many researchers have argued that the recipe for curing this deficit is involving civil society actors in the policy cycle. Since this has been applied in practice, an evaluation would be appropriate. This thesis uses a normative evaluation analysis to empirically test the statement of civil society being able to enhance democracy. To do this, theory about democratic legitimacy is used. This theory provides a definition of democracy that includes a set of democratic values, such as accountability, participation, transparency and
