Abstract
International organizations have through the past twenty years been criticized for suffering from a democratic deficit. Many researchers have argued that the recipe for curing this deficit is involving civil society actors in the policy cycle. Since this has been applied in practice, an evaluation would be appropriate. This thesis uses a normative evaluation analysis to empirically test the statement of civil society being able to enhance democracy. To do this, theory about democratic legitimacy is used. This thesis uses a normative evaluation analysis to empirically test the statement of civil society being able to enhance democracy. To do this, theory about democratic legitimacy is used. deliberation, structured in input, throughput and output legitimacy. Theory about varieties in inclusion through the policy phases and the roles civil society is ascribed are also considered. The conclusion of the thesis is that the involvement of civil society can enhance democratic legitimacy to some degree, but it is not the final solution for curing the democratic deficit. The statement that civil society involvement enhances the democratic legitimacy is therefore somewhat true, but overstated. (Less)
