Abstract
This thesis takes the process of privatization as its starting point, a process which in Sweden started 20-30 years ago and is still ongoing. Since this process is very likely to be irreversible an open and rational discussion is of particular importance. Hence, one of the aims of this thesis is to problematize the privatization debate. This leads to the primary objective: to take a normative stand regarding the question on how the government should relate to the ownership issue. I advocate the perspective that public ownership of enterprises is desirable. To support this claim I develop a detailed normative method. This is accompanied by a conceptual analysis of the value of democracy. Together, these components constitute the backbone... (More)

I advocate the perspective that public ownership of enterprises is desirable. To support this claim I develop a detailed normative method. This is accompanied by a conceptual analysis of the value of democracy. Together, these components constitute the backbone for the following main argument. This argument deduces from general intuitions about democracy, through economic democracy, to the embracing of the public ownership of enterprises. However, to further substantiate the discussion, my normative position is related to a number of objections based on, among other things, democracy, efficiency and fair competition. (Less)
