Abstract (Swedish)

Denna uppsats för en diskussion om politiken för global utveckling genom att analysera bakomliggande idéer och antaganden om utveckling och fattigdomsbekämpning. Fokus för studien är Sveriges politik för global utveckling, mer specifikt regeringens skrivelse ”Globala utmaningar – vårt ansvar” (Skrivelse 2007/08:89).
Som analysverktyg väljs tre dimensioner (begrepp): ansvar, rättigheter och rättvisa. Dessa dimensioner är vanligt förekommande i regeringens skrivelse och spelar även en viktig roll i de grundläggande teorierna som används i studien. Det teoretiska ramverket, med fokus på Thomas Pogges institutionella förståelse och Martha C. Nussbaums kapacitetsteori, utgör därmed även en viktig del av analysen. Genom att använda dessa teorier och de tre dimensionerna i analysen av politiken för global utveckling kan idéer och antaganden synliggöras och förklaras.
En av de dominerande idéerna i politiken är att fattigdom uppstår i en lokal kontext. Detta blir tydligt genom att regeringens arbete för utveckling och fattigdomsbekämpning fokuserar på fattiga nationer och regioner. Även antagandet att ekonomisk tillväxt leder till fattigdomsminskning är vanligt förekommande i skrivelsen.
Analysen visar hur förgivet tagna idéer och antaganden används för att motivera politiken för global utveckling, utan att i skrivelsen ge dessa antaganden någon djupare förklaring.

Abstract

This essay aims to discuss the politic on global development by analyzing underlying ideas and assumptions about development and poverty reduction. The focus in this study is the Swedish politic on global development, and more specific the document written by the Swedish government on this politic (”Globala utmaningar – vårt ansvar. Skrivelse 2007/08:89). The main tool for the analysis are the three dimensions (concepts) responsibility, rights and justice. These dimensions are common found in the document of the politic on global development and do also play an important role in the basic theories used in the analysis.
The theoretical framework, with focus on the institutional understanding of Thomas Pogge and the capability approach by Martha C. Nussbaum, constitutes an important part of the analysis. By applying these theories and the dimensions in the analysis of the politic, the ideas and assumptions are made visible and explained.
One of the ideas dominating the politic is that poverty is located to the societies in which they occur. Therefore the Swedish government focus their work with development and poverty reduction to poor nations and regions. Also the assumption that economic growth would lead to poverty reduction is very frequent in the document.
The analysis will show how ideas are taken for granted and assumptions are being used to motivate the politic on global development, without any deeper explanation of these in the document.
