- Dankwart A. Rustow claimed in 1970 that the factors that keep democracy stable are different from those that bring democracy to existence. This claim, interpreted as a theory, will be tested in this essay. Deeply divided societies are kept stable through more specific factors, than those generally deemed to correlate positively with democracy, such as high per capita GDP. In the absence of such strong favorable socioeconomic values, the factors sustaining democracy may be even more case specific. Would those factors necessarily be different from those that made the transition to democracy possible? - Dankwart A. Rustow claimed in 1970 that the factors that keep democracy stable are different from those that bring democracy to existence. This claim, interpreted as a theory, will be tested in this essay. Deeply divided societies are kept stable through more specific factors, than those generally deemed to correlate positively with democracy, such as high per capita GDP. Lustick's concept of control system has then been used to analyze how the early democratic regime in Ceylon was sustained. The comparative analysis of these two aspects of early democracy in Ceylon have engendered conclusions of key factors that enabled them. The divergence of factors found would make Rustow's claim stronger. However, the results of similar analyses of India, used as a reference, have not converged with the conclusions from Ceylon. The results show that the desirability of studying democratic function and genesis separately could be questioned. (Less)
