- Parents have the primary responsibility to create a safe environment for their children. The family is of great importance, both as a basic social unit, but also for the individual child's development. In cases where the parents for various reasons are unable to care for their children and the family environment may be even harmful to the child, it is society's role to take over parental responsibility. It is common that these children are placed in foster care, since it allows the child to grow up in a natural family environment with access to closeness and participation. A foster home provides an abused child the possibility of a normal childhood.

In cases where the parents for various reasons are unable to care for their children and the family environment may be even harmful to the child, it is society's role to take over parental responsibility. In Sweden the work for a reunion between the child and it's biological parents is a general principle. It involves both good and bad aspects. Every six months, a consideration shall be done to decide if the parent is appropriate to regain the physical custody of the child. When a foster care placement has lasted for a long time and the child has bonded to it's foster family, problems arise when another separation is to be implemented. The security and safety that a foster home provides an abused child are thus in many cases not even for more than half a year each. Here the child perspective is easily neglected when the child's rights are weighed against the parents'. (Less)
