Abstract
In this report we will outline the protection of historically important buildings at different interest levels, local, regional and national level. The focus will mainly be on the regional and national level where we have conducted several case studies. We will investigate how well the protection works, how the change approval process works and indentify possible improvement areas. To be able to suggest improvement on the approval process and the protection of buildings, we have performed case studies, studied legal texts and interviewed professional people involved, in the area of cultural historical buildings.

In this report we will outline the protection of historically important buildings at different interest levels, local, regional and national level. The focus will mainly be on the regional and national level where we have conducted several case studies. We will investigate how well the protection works, how the change approval process works and indentify possible improvement areas. To be able to suggest improvement on the approval process and the protection of buildings, we have performed case studies, studied legal texts and interviewed professional people involved, in the area of cultural historical buildings.
To get an idea of how the different professions look at culture of historical buildings, we conducted interviews with the antiquarian, architect and building conductor. The interviews were analyzed to show how involved people look at their role in conservation issues and how they look on the other roles. Three case studies have been conducted where we have focus on different parts of the change process of protected buildings. In two of the case studies, we have looked at the regional level and discussed two churches where one church have been extensively restored, while the other church were torn down. The first one is seen from an antiquary´s view, the second one is describing tear down of a church epic at ancient culture. Our third case study involves modification of a national monument and the focus is to show the process of protection of an object with national interest. Work on cultural historical important buildings is a complex area, there different opinions discusses the historical values in the objects. The difference between the interest levels is significant and also how much energy spent on each object. The system of protecting buildings of local and regional level are in need of increase effectiveness and safety regulations must be written so that all possibilities for interpretation are eliminated.
